Walter J. Unger has 44 years of experience in the healthcare industry, including 28 years of experience advising hospitals and health systems, healthcare associations, medical groups, and medical device manufacturers on strategy, tactics, organization, and financial management. He also has 25 years of experience assisting law firms in healthcare cases where litigation support and expert witness services are needed. He has served as an independent consultant for Interisk Limited since 2013.

He specializes in healthcare coverage, coding and payment issues involving Medicare, Medicaid, Blue Cross/Blue Shield, commercial insurers, health maintenance organizations (HMOs), preferred provider organizations (PPOs), and other third-party health benefit plans. He has significant experience dealing with cardiovascular, orthopedic, and oncology services and devices.
Prior to launching his consulting practice in 1985, Walter spent more than a decade in Washington, D.C. serving the National Academy of Sciences’ Institute of Medicine (IOM) and the Healthcare Financial Management Association (HFMA). The IOM is an independent, nonprofit organization that works outside of government to provide unbiased and authoritative advice to decision makers and the public. HFMA is the nation's leading membership organization for healthcare financial management executives and leaders, with more than 40,000 members ranging from chief financial officers to controllers and accountants.
During his career, Walter has published more than 40 articles on aspects of healthcare finance, organization, and delivery. He is the co-editor of two books published by HFMA—one on long-term care and the other on capital management, and has written five major reports on topics ranging from Medicare reimbursement trends and obtaining third-party coverage and reimbursement for medical technologies to payment of hospital cardiac services. Walter also is a frequent public speaker at national and regional healthcare meetings on the economics and politics of healthcare services in the United States. During the past three decades, he has made more than 150 presentations and speeches to a wide variety of organizations such as the American Hospital Association, American Academy of Medical Administrators, and the Society for Cardiovascular Management.
Walter earned a bachelor’s degree in finance and a master’s degree in business administration from the University of Southern California. He completed post-graduate courses at the University of Miami Law and Economics Center's Economic Institute for Healthcare Policy Officials, and the IBM Customer Executive School on Hospital Information Systems. He completed all qualifying examinations for the Chartered Life Underwriter (CLU) diploma of the American College of Life Underwriters in 1969.
Walter has served on the Editorial Advisory Boards for MedPRO Month, CORE (Cost, Coverage & Reimbursement), The Medical Business Journal, and Medical Laboratory Observer. He is a member of the Alpha Kappa Psi national professional business fraternity, as well as the former president of its Los Angeles Alumni Chapter.
